Indie creators have built grassroots followings numbering in the thousands at very little cost or effort, while mass retail and radio promotion proved problematic. Businesses, schools, government agencies, and other private institutions often block social media sites, including YouTube, due to its bandwidth limitations and the site's potential for distraction. By February 2017, one billion hours of YouTube videos were being watched every day, and 400 hours worth of videos were uploaded every minute. YouTube gives an option for copyright holders to locate and remove their videos or to have them continue running for revenue. After testing earlier in 2021, YouTube removed public display of dislike counts on videos in November 2021, claiming the reason for the removal was, based on its internal research, that users often used the dislike feature as a form of cyberbullying and brigading.

Kremlin spokesperson Dmitry Peskov labeled the court decision as "symbolic" and warned Google that it "should not be restricting the actions of our broadcasters on its platform." In June 2022, the War Gonzo channel run by Russian military blogger and journalist Semyon Pegov was deleted. In 2021, two accounts linked to RT DE, the German channel of the Russian state-owned RT network, were removed for breaching YouTube's policies relating to COVID-19.
